Mr Hamisi Mwaguya, is the Chairman of the Board of Directors of the Kenya Maritime Authority having been appointed on 17th November, 2022.

Mr Hamisi Mwaguya is a dedicated and experienced development and economics professional with over 20 years’ experience in public and large corporate multinational organisations. He is a strategic leader with excellent knowledge and skills in strategic policy formulation and implementation, public finance management and strategic human capital management. Before this appointment, he served as a Director in Kenya National Trading Corporation Ltd. He has also served as a Chairman in several entities including Economics Stimulus  Programme Committee, Constituency Road Committee and Constituency Development Fund Committee. During his career, he worked and served in various maritime entities.

Mr Hamisi Mwaguya also possess excellent knowledge of the organisation and functions of the Government having served in the Office of the Governor, Mombasa County in different positions. As the Advisor to the Governor: Urban Development and Planning between 2017-2021, County Executive Member in-charge of Trade, Energy and Investments between June 2016-May 2017, Chief of Staff Office of the Governor between June 2015- May 2016, County Secretary between November 2013- June 2015 and as the Economic Advisor between March 2013-November 2013.

Mr. John Odira Oming’o holds a Bachelor of Education (Hons) Science Degree from Kenyatta University, a Master of Science Degree in Commercial Shipping Management from the World Maritime University, Sweden and a Post Graduate Diploma (Distinction) in Ports, Shipping and Transport Management from International Maritime Transport Academy, Netherlands.  

Mr. Omingo is also an alumnus of the Strathmore Business School (Nairobi), Lagos Business School (Nigeria) and IESE Business School, Barcelona (Spain) - Advanced Senior Management Program.  John Odira Omingo has also attended several short-term courses in Management and Maritime transport industry and is a member of the Institute of Chartered Shipbrokers (UK).

 

Mr. John Odira Omingo brings to KMA a wealth of experience spanning twenty nine (29) years in the maritime sector; 15 of which he worked as a Commercial Maritime Officer at the Kenya Ports Authority (KPA) and 14 years as the Head of Commercial Shipping at the Kenya Maritime Authority.

Col. Andre Didace Ciseau is the Secretary General for the Port Management Association of Eastern & Southern Africa (PMAESA) and is also the outgoing Executive Secretary for the Pan African Association for Port Cooperation (PAPC). He was appointed Secretary General in 2018.

Col. Ciseau brings with him extensive experience in the maritime and ports sector arising from his tenure as Chief Executive Officer of Seychelles Ports Authority (SPA) from 2004 to 2018.

One of his tasks as CEO of the Port Authority included working closely with the Blue Economy Department established by the Government of Seychelles in 2015 with a view to coordinate, consolidate and prioritize national initiatives geared towards harnessing opportunities and resources from the oceans in a sustainable manner.

Col. Ciseau is also a former PMAESA Board Member and at one time chaired the PMAESA Communications Committee. Prior to working at SPA, he served in the Seychelles People’s Defense Force (SPDF) and was tasked to lead in the development of the Seychelles Coast Guard which complemented maritime security deployment around the Indian Ocean waters off the Seychelles archipelago.

Sea going career began in 1978 with the Shipping corporation of India before shifting to foreign companies such as P&O and OMI Corporation. Rose through the ranks from deck cadet to junior officer to Master Mariner in 1989 sailing on different types of vessels, from capsize bulk carriers to general cargo to ULCCs.

Left sea going career with last command of a VLCC in 1991.

Founded LOTS Shipping 1992 initially focused on cargo superintendence and has now handled over 5 million tons of cargo worldwide especially on Russia, Africa, Asia and South America.

International Logistics for humanitarian aid cargo and US military cargo.

LOTS Shipping is the biggest barge operator in Inland Waterway No. 3 and now owns and operates 12 barges.

Transport of 1652 cement coated pipes weighing 25 tons from Mundra to Kochi and thereafter to Kochi Offshore, delivery to pipe lay barge for installation of pipelines for Single Point Mooring Project for transport of Oil cargo.

Operation of a double ended RO-RO ferry in Cochin port for transport of container trucks. It is the first vessel of its kind in India taking more than 300,000 containers off the roads of Kochi.

Relocation of DP World equipment to ICTT, Vallarpadam. The challenge was to shift without dismantling. The operation was carried out in nine days.

VGO Reactor Transportation. The 750 Ton reactor is the single biggest single piece of machinery handled in the country. Building of a special purpose barge and carried out
transportation of the reactor by water from Cochin port to the Refinery with many road, rail and foot bridges.

Dry docking of over 20 vessels on balloons, progressively pushing the envelope from 100MT Light ship to the 650MT Light ship. This is a unique model developed for docking by Master Shipyard.

Mwanaulu Issa Mwajita is an accomplished professional serving as the Director of Trade Facilitation and Policy Harmonization at the Intergovernmental Standing Committee on Shipping (ISCOS) Secretariat. With a career spanning over 15 years, she has excelled in the Port and Shipping Sector, specializing in maritime sector system automation projects for Shipping, Port, Trade, and Logistics stakeholders, with a particular focus on Single Window Systems and trade facilitation. She played a pivotal role as a Principal Business Analyst and Project Manager at the Kenya Trade Network Agency (KenTrade), where she spearheaded the successful conceptualization and delivery of the Kenya Maritime Single Window System Project for Kenya's maritime stakeholders, demonstrating her expertise in implementing innovative trade facilitation solutions.

She holds an MSc Degree in Maritime Affairs specializing in Shipping Management & Logistics from the World Maritime University (WMU) in Sweden and MSc in Information Systems from Lund University, Sweden and a bachelor’s degree in computer science. She is certified in PRINCE2 project management and International Trade Law and Policy.  

She holds significant leadership roles, serving as a Board Member for the World Maritime University Women's Association and Secretary to the Mentorship Committee of WOMESA-Kenya. Additionally, she chairs the Technical Committee on Shipping, Ports, and Logistics for the Association of Maritime Practitioners Kenya (AMPK), showcasing her commitment to fostering collaboration and driving progress in the maritime industry.

Mr Juvenal Shiundu, the first Kenyan Naval Architect, is a former Chairman of the
Kenya National Shipping Line Limited and founder of the Maritime and Blue Economy Insights Limited (MARIBEI). He graduated with a Bachelor of Science (Honours) degree in Naval Architecture and Shipbuilding from the University of Newcastle Upon Tyne, UK in 1983 and with a Masters’ degree in Maritime Safety Administration (Marine Engineering) from the World Maritime University, Sweden, in
1986. He is an alumnus of the Ashridge Business School, UK and has attended many senior management and Leadership development courses worldwide.

Mr Shiundu retired from the International Maritime Organization (IMO) in December
2019 as the Director of the Technical Cooperation Division, having served in various senior roles for more than 22 years at its London Headquarters. He actively participated in all the preparatory meetings leading to Rio+20 as well as in the main Conference held in Rio de Janeiro in June 2012 and the subsequent meetings that resulted in the Sustainable Development Goals (SDGs) and the Blue Economy concept. As Head of the Africa Section at IMO, Mr. Shiundu was instrumental in establishing fifteen autonomous maritime administrations in Africa as well as the general growth and compliance by African countries with IMO Conventions.

Prior to joining IMO in 1997, Mr Shiundu was the General Manager of African Marine
and General Engineering Company Limited, Mombasa, the largest Shipyard on the
East African. He previously worked for the Kenya Ports Authority as Assistant
Merchant Shipping Superintendent. Between 1990 and 1996, Mr. Shiundu carried out, on behalf of United Nations and the World Bank, many maritime related consultancy,
and advisory assignments in Africa.

Juvenal Shiundu has authored and contributed to numerous articles and publications,
and resourced and moderated at many international conferences and seminars. He has also appeared as a key Expert Witness to some Commissions of Inquiries and courts involving maritime accidents, including the ferry MTONGWE in Mombasa. He initiated and formulated the concept paper and action plan for the (Railway line, Oil refinery, Oil pipeline, Lamu as Free Port) ROOLA project which later became the LAPSSET. He is featured in the Kenyan book “Life Journeys: Scaling Heights – Conversations with High Achieving Men in Kenya”, Footprints Press, 2011 and contributed the maritime feature in the book “50 Years since Independence: Where
is Kenya”, 2013.

He is the Chairman of The Kenya Society (UK), Past President of the Rotary Club of Westminster West (London) and a member of the Honourable Company of Master Mariners, the Maritime Operations and Management (MOaM) MSc Advisory Group of
the City of London University. Also a member of the Kenya Coast National Polytechnic East Africa Skills for Transformation & Regional Integration Project (EASTRIP) Advisory Board. He retired as a Trustee of the Apostleship of the Sea (Great Britain) in April 2018 after servicing on the Board for nine years and received Apostolic Blessing from the Holy Father Pope Francis for his services. He previously served on the Board of Governors of the World Maritime University (Sweden) and the IMO International Maritime Law Institute (Malta). In December 2019, Mr Shiundu received the Freedom of the City of London Award in recognition of his services to Maritime, international Diplomacy and Charitable causes. Furthermore, in January 2023, Mr. Shiundu was honoured with the declaration as a Liveryman of the City of London, the first Kenyan to receive the honour.

Mr. George Anti Kwakye holds a Commonwealth Executive MBA in Public Administration from the Kwame Nkrumah University of Science and Technology (Ghana), a Master of Arts in Ports and Shipping Administration from the Regional Maritime University (Ghana), and a Professional Diploma in Marine Surveying from Lloyds Maritime Academy (UK).

He is a Chartered Member of the Chartered Institute of Logistics and Transport (CILT).

Currently, Mr. George Anti Kwakye works with the Maritime Services Division of the Ghana Maritime Authority and is one of the Technical persons responsible for the implementation of Ghana’s Cabotage Regulations.

Gilbert has solid experience in logistics and trade facilitation lobbying and advocacy with competence in cross border trade facilitation, Transit and customs clearance. He has  been involved in task forces in Customs documentation, port systems evaluation, Community based system development and system automation, technical committees on Shipping and lead expert in the development of the Regional Customs Agents curriculum. He has participated in various committees reviewing border clearance including one stop border post.

Dr Alexander Yaw Adusei, Jr. is the Director responsible for the development of the Port of Keta, Ghana Ports and Harbours Authority, with additional responsibilities as the Chief Executive Officer of PSC Tema Shipyard Limited. Dr. Adusei has been tasked to restructure and transform the Tema Shipyard Limited as a competitive shipbuilding, ship repair and drydock in the subregion. Dr. Adusei obtained his Bachelor’s degree from the University of Ghana, Legon, and his MA, MPA and Ph.D. degrees from the Ohio State University. He is also an alumnus of Capital Law School, Ohio, where he got his law degree and was called to the Ohio Bar and the Federal Courts of Southern and Northern Ohio. Dr Adusei has since been called to the Ghana Bar and is still a student of the law. Dr Adusei is from Antoa, Ghana, married with children and a consummate corporate change manager. During his long professional career, Mr. Djama has particularly be active in the search to improve the efficiency in the port technical Department from   1985 to 1999.

On the strength of his post-graduate, Djama was appointed advisor to the Port's Director General in 2000.

He was and then successively appointed Head of the Centralized Purchasing Department and Head of Port Billing & Documentation.

From 2008, on his return from a period of technical expertise at the Port of Dakar, he was entrusted with the Commercial Department and became its Director, while at the same time managing the port's operations

Leslie M. Mpofu is the Executive Director of the Trans Kalahari Corridor Secretariat. (TKCS).  The TKCS is a Secretariat of the Trans Kalahari Corridor Management Committee (TKCMC), an Organisation established by the Governments of Botswana, Namibia and South Africa to coordinate the development and management of the TKC.  Mr. Mpofu boasts 23 years’ experience in the transport sector having served in various capacities at the Ministry of Transport and Communications for 17 years.  He also served for 4 years as a Transport Specialist at the Southern African Customs Union (SACU). SANJIV NAIR, graduated in the year 1985 with a B.Tech in Naval Architecture and Ship Building,

from Cochin University of Science & Technology, situated in Cochin, one of the major port cities, of India.

Career spanning 38 years in the field of Ship Building, Ship repairs and Marine engineering of which 17 years has been with Southern Engineering Company, Mombasa.

Sanjiv, started his career in 1985 at Goa Shipyard Ltd, a parastatal shipyard in Goa on the West Coast of India under the Ministry of Defence Production, Govt.Of India.  

During the 16 years with the shipyard, he was part of various ship construction projects for the Indian Navy, Indian Coast Guard and commercial vessels.

Sanjiv moved to Kenya in the year 2001 to join Southern Eng. Co. (SECO), Mombasa, wherein he was instrumental in shaping the company in foraying into professional shipbuilding and ship repairs. After 11 years with Seco, Sanjiv joined Larsen & Toubro Ship Building in the year 2012 a Large sized Shipyard on the East Coast of India in the port city of Chennai. He headed the Ship Repair Division as its Business Head.

In 2017, moved back to Seco, Mombasa and continues to head the Shipyard once again from where he left.

Seco, in the recent past with his team of local technicians and a couple of experienced engineers has delivered new vessels for clients in the region, which includes Pilot boats, research boat, lighters, multipurpose cargo vessels to name a few. Current orders signed are for Aluminium Patrol boats for Tanzania Ports Authority, Mooring boat for Kenya Ports, Catamaran Hulls in Aluminium for a local  private company.

There is a lot of potential for indigenous Ship building, to meet our requirements and that of our neighboring countries.

 Kenya being on the East Coast of the African Continent, is strategically placed with no major ship repair facility for the bigger vessels all the way from north to the South. Being capital intensive, support from the government is key for the development of the industry by enhancing capacity of existing facilities and expanding with new facilities.

Captain Dave Muli is the Regional Coordinator, IMO Regional presence office, Eastern and South Africa based in Nairobi, Kenya wit. The Regional Presence office covers 24 countries in the Eastern and Southern Africa region where he coordinates the International Maritime Organization Technical Cooperation Programs (ITCP) in the region. The Programs are aimed at assisting the developing and small Island countries to build capacity to implement IMO instruments to ensure safety of shipping including Facilitation of Trade in the region. He holds a Master Degree in Maritime Transport from the World Maritime University, Malmo, Sweden and he is also a holder of Master Mariner Class I Certificate of Competency.

Capt. Muli maritime career spans over thirty years where prior to joining the IMO he served with the Kenya Maritime Authority in the Maritime Safety Division as the head. He also served the Kenya Ports Authority as a Marine Pilot and Regional Manager for Maritime search and rescue center based in Mombasa. He started his maritime career as a naval officer with the Kenya Defence Forces where he held various appointments including commanding officer of the Kenya Navy Vessels. Capt. Muli will be representing the Facilitation Section of the IMO Maritime Safety Division.

Gilbert Maeti has an extensive experience in the Transport Sector based on work in Kenya and the wider Eastern and Southern Africa region. He began his career in the Kenya Ports Authority (KPA) in 1978 just after it had just been established to take over the functions of the East African Harbours in Kenya following the breakup of the East African Community in 1977.

He joined KPA as a Planning and Research Officer and rose to the position of Assistant Merchant Shipping Superintendent handling the economic regulatory functions for the implementation of the then active UNCTAD Code of Conduct for Liner Conferences. He was responsible for the development of the cargo shares database for shipping lines calling in the port of Mombasa containing cargo liftings by origins and destinations for each carrier.

In 1997, he joined the COMESA Secretariat in Lusaka as Senior Transport Economist where he was responsible for the development of progarmmes in the transport sector covering surface, maritime and civil aviation to facilitate regional trade and investment. During his time in COMESA he interacted with other African Regional Economic Communities, the wider continent under the auspices of the OAU and the African Union.

He took a keen interest in the development of the maritime sector in the Eastern and Southern Africa region and was active in the promotion of the establishment of a multinational COMESA shipping line that would make use of existing national shipping lines based in Egypt, Ethiopia, Eritrea, Kenya, Madagascar, Mauritius and Sudan and open to other member countries to take shares.

In the maritime sector, he has been a regular speaker in the PMAESA/PAP conferences and other events conducted by conference organisers such as Intermodal Africa and the African Ports Evolution Forum.

He holds a B Sc. (Econ) from the University of London (LSE) and a Masters’ degree in Economics from the University of Nairobi. He undertook further training in ports and shipping at the Narotam Morajee Institute of Shipping in Bombay, India and the Arab Maritime Academy in Alexandria, Egypt.

Following his retirement from COMESA. Mr. Maeti has been active particularly in the African continent where he has undertaken consultancy services for various Regional Economic Commun

Sobantu Tilayi is currently the Chief Operations Officer at the South African Maritime Safety Authority (SAMSA).

As COO, Sobantu is responsible for the overall operations of the organisation which includes overseeing the development and repositioning of maritime clusters. He is also responsible for the reviewing of policies and programmes that address poverty and skills development, areas that have also become a national priority.

Before joining SAMSA, Sobantu worked for Transnet where he was appointed Technical Manager and later promoted to National Operations Manager for Marine Services.

His success there include achieving impressive business turnaround results and introducing to the world the first all-female crew to sail a ship, a move that earned him international recognition and positioned him as a champion for women emancipation in the sector.

Prior to participation full time into the maritime sector, Sobantu dedicated the first eight years of his career to the engineering field and project management. His highlights include becoming the first black project manager at Cadbury to successfully put together and manage the R220-million chocolate factory at the age of 25.

Sobantu holds a degree in Mechanical Engineering obtained at the University of Natal.

He leads the SA delegation on the Development of the Integrated African Maritime Strategy whose priority is to make the maritime agenda a priority in the African continent.

His vision is to position SAMSA as a leader in pushing the maritime agenda to be at the centre of the economic discussion for the country.

Mr. Ahmed Mohamed

Mr. Ahmed Mohamed is a Marine Expert with the United Nations Environment Programme (UNEP) with almost 10 years of experience in marine science and project management. His specialty is in blue carbon ecosystems such as mangroves and seagrasses. Mohamed is currently based in Mombasa serving as a National Officer with UNEP under the Go Blue project, a joint initiative between the Government of Kenya and the European Union to advance the Blue Economy agenda across the six coastal counties of Kenya. Mohamed has also worked on coral reefs and community restoration projects most notably the world renowned “Mikiko Pamoja” blue carbon project that has recently been recognized by the United Nations in Kenya as ‘UN Person of the Year 2023’. Mohamed holds an MSC in Marine and Lacustrine Sciences from Vrije Universiteit Brussels and is currently pursuing his PhD in applied sciences at the Edinburgh Napier University. He is deeply passionate about the marine environment and enjoys scuba diving in his free time.
